A. Discussion with possible Council action, First reading of Ordinance 1467, an ordinance adopting the City of Live Oak millage rate for the levy of Ad Valorem taxes for FY 2021-22 (open floor for public comment or questions)

B. Discussion with possible Council action, First reading of Ordinance 1468, an ordinance adopting the City of Live Oak operating budget for FY 2021-22 (open floor for public comment or questions)

3) Public Comments (comments limited to 3 minutes) Notice: Speakers will be allowed to speak on items listed within this agenda following recognition by the Council President. Comments will be limited to 3 minutes each, so all who wish to speak will be provided an opportunity

7) City Manager, George Curtis A. Discussion with possible Council action, First reading of Ordinance 1466, an ordinance adjusting utility rates referenced in Chapter 62, Article II, Solid Waste Collection and Disposal of the Code of Ordinances

Discussion with possible Council action, Resolution 2021-30, a resolution declaring certain personal property owned by the City to be either surplus to its needs and sold at a publicly noticed sale or determined to be obsolete, non-serviceable, or beyond economic repair and authorizing the City to remove such surplus property when sold or disposed of from the fixed assets of the City

C. Discussion with possible Council action, Resolution 2021-31, a resolution authorizing Suwannee Parks & Recreation to apply for a Department of Environmental Protection’s Florida Recreation Development Assistance Program (FRDAP) reimbursement grants for Baker Park, up to $50,000, for park development/renovations

D. Discussion with possible Council action, Resolution 2021-32, a resolution authorizing Suwannee Parks & Recreation to apply for two (2) Department of Environmental Protection’s Florida Recreation Development Assistance Program (FRDAP) reimbursement grants for Azalea Park, up to $50,000, for park development/renovations

E. Discussion with possible Council action, Resolution 2021-33, a resolution amending the City’s Section 125 Plan, relating to employee benefit choices, flexible spending accounts, and the creation of an opt-out program

F. Discussion with possible Council action, Resolution 2021-34, a resolution ratifying the mayor’s extension of the State of Emergency arising from the COVID-19 public health emergency

G. Discussion with possible Council action, Resolution 2021-35 a resolution authorizing the execution of The American Rescue Plan Act Coronavirus Local Fiscal Recovery Fund Agreement with The State of Florida, Division of Emergency Management; providing for the receipt of Fiscal Recovery Funds in the amount of $3,491,952.00; providing for the reimbursement of certain expenses incurred due to the Covid-19 Public Health Emergency in accordance with the limitations prescribed in the act

H. Discussion with possible Council action, award bid for ITB 07-2021 – Anna Ave Sewer project
