2) Final Budget Hearing

A. Discussion with possible Council action, Final reading of Ordinance 1496, an ordinance adopting the City of Live Oak millage rate for the levy of Ad Valorem taxes for FY 2023-24 (open floor for public comment or questions)

B. Discussion with possible Council action, Final reading of Ordinance 1497, an ordinance adopting the City of Live Oak operating budget for FY 2023-24 (open floor for public comment or questions)

3) Public Comments (comments limited to 3 minutes) Notice: Speakers will be allowed to speak following recognition by the Council President. Comments will be limited to 3 minutes each, so all who wish to speak will be provided an opportunity

4) Mayor, Frank Davis A. Discussion with possible Council action, Resolution 2023-18, a resolution appointing a commissioner to serve in Seat #5 of the Live Oak Housing Authority Board, for a 4-year term which expires, September 30, 2027

5) City Manager, Larry Sessions A. Discussion with possible Council action, Resolution 2023-20, a resolution adopting a revised uniform classification and pay plan schedule

B. Discussion with possible Council action, Resolution 2023-21, a resolution authorizing the execution of a grant agreement with the State of Florida, DEP: providing for the acceptance of a grant award of up to $304,000 in reimbursable costs associated with the construction of a new 12-inch water main to complete a loop in the existing water main system

C. Discussion with possible Council action, Resolution 2023-22, a resolution of the City Council extending the local State of Emergency for the City of Live Oak Pursuant to Section 252.38(2) Florida Statutes, due to the threat of Hurricane Idalia, providing for waiver of procedures and formalities, delegating authority, and providing an effective date

D. Discussion with possible council action, authorization to participate in; Low Income Household Water Assistance Program
