Ordinance No. 2020-2160 (final reading), if adopted, will amend the land use classification from County Residential Low Density (less than or equal to 2 dwelling units per acre) to City Residential Medium Density (less than or equal to 8 dwelling units per acre) of certain lands within the corporate limits of the City of Lake City, Florida; providing severability; repealing all ordinances in conflict; and providing an effective date. This property is owned by Ralph Peter Mazzocchi and is located at 1175 NW Lake Jeffery Road.

10. NEW BUSINESS
ORDINANCES:
Ordinance No. 2020-2165 (first reading), if adopted, relates to voluntary annexation; making findings; annexing certain real property located in Columbia County, Florida, which is reasonably compact, and contiguous to the boundaries of the City of Lake City, Florida, into the boundaries of the City of Lake City, Florida; providing severability; repealing all ordinances in conflict; and providing an effective date. This property is located at Alligator Park.
Adopt Ordinance No. 2020-2165 (first reading)
RESOLUTIONS:
City Council Resolution No. 2020-087, if adopted, will authorize the City to write-off Delinquent Utility Accounts for a period of time ending September 30, 2018; finding the delinquent utility accounts to be uncollectable; and providing an effective date.
City Council Resolution No. 2020-091, if adopted, will authorize the execution of a Subordination Agreement subordinating the City’s utility interest to the Florida Department of Transportation, in real property owned by the City and identified as a twenty (20) foot utility easement recorded in official Records Book 1021, page 698, and located along State Road 247.
City Council Resolution No. 2020-092, if adopted, will ratify the Mayor’s extension of the State of Emergency arising from the COVID-19 Public Health Emergency.
City Council Resolution No. 2020-093, if adopted, will accept the Bid (ITB No. 024-2020) from Anderson Columbia Co., Inc., for the resurfacing, sealing and striping of the parking area at the Utility Annex.
City Council Resolution No. 2020-094, if adopted, will authorize the execution of an Agreement with the North Central Florida Regional Planning Council to receive comprehensive planning services for twelve (12) months beginning October 1, 2020 and for a fixed fee amount of $23,500.00.
City Council Resolution No. 2020-099, if adopted, will call for an election to be held on November 3, 2020, for the election of a Council Member from District Thirteen; and directs the City Clerk to coordinate arrangements for said election with the Columbia County Supervisor of Elections; and directs the Clerk to publish Notice of the Election.
City Council Resolution No. 2020-100, if adopted, will call for an election to be held on November 3, 2020, for the submission of eight (8) proposed amendments to the City Charter related to the recommendations of the City’s Charter Review Board; and directs the City Clerk to coordinate arrangements for said election with the Columbia County Supervisor of Elections; and directs the publication of a Notice of the Election.
