Individual speakers from the audience will be allowed three (3) minutes to speak following recognition by the Chairman and must speak from the podium. Speakers may only make one (1) trip to the podium regarding each item they wish to speak on.       

                                            
 Groups or factions representing a position on a proposition or issue are required to select a single representative or spokesperson.  The designated representative will be allowed to speak for seven (7) minutes following recognition by the Chairman and must speak from the podium.  Speakers may only make one (1) trip to the podium regarding each item they wish to speak on.

APPROVAL OF MINUTES:

September 1, 2020 – Regular Board Meeting
September 8, 2020 – Special-Called Meeting


CONSENT:

Approval of payment of processed invoices.

Approval of renewal of resolution declaring Local State of Emergency due to COVID-19, dated March 17, 2020.

Approval of agreement with the North Central Florida Regional Planning Council, in the amount of $7,421.00, for Annual Monitoring of Hazardous Waste Generators for FY 2020.

Approval of SHIP Annual Report for close out Fiscal Year 2017/2018, interim years 2018/2019, and 2019/2020.

Approval of agreement with the Florida Department of Health in the amount of $100,000.00 for the operation of the Suwannee County Health Department for Fiscal Year 2020-2021.

Adoption of resolution authorizing and directing the Suwannee County Property Appraiser to make a First Certification and Extension of the 2020 Tax Roll to the Tax Collector prior to the completion of the Value Adjustment Board hearings to allow for meeting the statutory requirements of issuing tax notices.

Authorize Chairman to execute original grant agreement for Florida Recreation Development Assistance Program (FRDAP) grant for renovations at Douglass Park from the Florida Department of Environmental Protection.

Authorization to apply for Department of Environmental Protection Florida Recreation Development Assistance Program (FRDAP) grants for park development/renovations at Wellborn Park and Freedom Park, adoption of resolution stating that the County will amend the CIP to include the projects, and authorize staff to execute required documents.

Approval of and authorization for Chairman to execute lease agreement with Titan Aviation Fuels for aviation refueling truck, pending County Attorney review.

Award Request for Proposal and authorize Chairman to execute contract with Titan Aviation Fuels, Inc. for aviation fuel, pending County Attorney review.

Approval of and authorize Chairman to execute web service agreement with MuniCreative, pending County Attorney approval.  


TIME SPECIFIC ITEMS:

At 6:05 p.m., or as soon thereafter as the matter can be heard, continue public hearing to consider adoption of resolution approving Special Permit Request No. SP-20-03-01 by Patchwork Solar, Trenam Law, and Environmental Consulting & Technology Inc., authorized agent for Odessa Moses, Trustee, to be granted a special permit under Section 4.4.5 (b) (12) of the Suwannee County Land Development Regulations for Utilities and Related Facilities.  (Ron Meeks, Planning & Zoning Director)

At 6:05 p.m., or as soon thereafter as the matter can be heard, continue public hearing to consider adoption of resolution approving Special Permit Request No. SP-20-03-02 by Patchwork Solar, Trenam Law, and Environmental Consulting & Technology Inc., authorized agent for Robert Barnett, to be granted a special permit under Section 4.4.5 (b) (12) of the Suwannee County Land Development Regulations for Utilities and Related Facilities.  (Ron Meeks, Planning & Zoning Director)
