TENTATIVE AGENDA FOR DECEMBER 2, 2025, AT 5:30 P.M.

ATTENTION:
• The Board may add additional items to this agenda.
• Affirmative action on any item includes authorization of the Chairman’s or designee’s signature on all associated documents.
• Individual speakers from the audience will be allowed three (3) minutes to speak following recognition by the Chairman and must speak from the podium. Speakers may only make one (1) trip to the podium to address concerns regarding all items on the consent agenda. (Filling out of Comment Card required, and forward to Chairman or County Administrator.)
• Groups or factions representing a position on a proposition or issues are required to select a single representative or spokesperson. The designated representative shall identify the group or faction which (s)he represents and the issues on which (s)he is going to speak. After identification of the group and issues, the Chairman shall ask those at the meeting to raise their hands if (1) they are a member of the group or faction and (2) they wish the designated representative to speak on behalf of the group or faction. A minimum of two members of the audience (not including the designated speaker) must raise their hand at the call of the Chairman. If enough people do not raise their hands, the designated speaker shall be limited to the speaking time allowed to individuals. If the requisite number of people raise their hands, the designated speaker will be allowed to speak for seven (7) minutes following recognition by the Chairman and must speak from the podium. 3. Approval of payment of processed invoices.
4. Approval of amendments to Public Records Request Policy.
5. Approval of Amendment to Public Transportation Grant Agreement #446665-2 (APTGA) with the Florida Department of Transportation for an extension of Procurement and Installation of a Backup Generator for the FBO and Electrical Vault at the Suwannee County Airport, adoption of enabling resolution, and authorize staff to sign all related documents. Budget impact: $200,000 to be paid by FDOT.
6. Approval of Task Order with North Florida Professional Services to provide Construction Engineering Inspection (CEI) services for the resurfacing of CR250. Budget impact: $248,228.00 to be paid by FDOT.
7. Approval of Task Order with North Florida Professional Services for Construction Engineering Inspection (CEI) services for 68th Terrace roadway and utility improvements. Budget impact: $87,000 to be paid from the Board’s Professional Services line.
8. Approval of Task Order with North Florida Professional Services for engineering services associated with the Suwannee County Jail and chiller generator. Budget impact: $95,000 to be paid from 001-1110-511-4600-03.
9. Approval of Agreement for Professional Services with Miller Legg and Associates to prepare an application for the US Economic Development Administration (EDA) Grant to design and construct a Water Tower at the Catalyst Industrial Corridor and authorize the County Administrator to execute all related documents. Budget impact: $62,000 to be paid from the original FDEP grant funds.
10. Approval of single-source procurement of AmTech Coatings, LLC for the replacement of the leachate tank liner. Budget impact: $184,392.00 is budgeted in 403-3450-4600-02.
11. Authorization to purchase GameTime playground and fitness equipment for Wellborn Park, utilizing the Omnia Partners purchasing cooperative contract. Budget impact: $132,408.17 to be paid by FRDAP Grant P25052.
12. Award ITB 2026-01 and authorize the Chairman to execute a contract with the lowest qualified bidder, FSV Construction Company, for Douglass Center Gymnasium Renovation, pending County Attorney review. Budget impact: $656,307.00 to be funded by grant proceeds.
TIME-SPECIFIC ITEMS:

At 5:35 p.m. or as soon thereafter as the matter can be heard, hold a public hearing to consider Special Permit Request No. SP-25-12-01 by Jonathon Yates, authorized agent for Wiley and Gayle Hunter, to be granted a special permit under Section 14.11 of the Suwannee County Land Development Regulations for an essential service (270 feet tele-communications tower and associated equipment) on property zoned A-1.
